Technical inspection and expertise of power facilities
Execution of measurements and tests of electrical equipment
Execution of measurements of 0.4-110 kV overhead and cable transmission lines
Execution of measurements of interior electric power supply and lighting
Execution of measurements of lightning protection and grounding systems
Execution of expert works
An expert person or a group of persons, depending on the assigned task to be resolved, must have exceptional knowledge for the problem to be solved, as well as experience and documents confirming such knowledge. The more professional the experts, the better the solution may be achieved in the end.
Results of previously solved tasks or expert opinions, document required for customer study.
In some cases, expert groups or commissions are formed for tasks to be resolved. Such expert commission consists of an expert group and a working group. As stated above, the number of the particular group representatives depends on a task to be resolved, the characteristics of the facility under study, etc. Research rules are regulated by the relevant regulatory document. An expert must familiarize himself/herself with the rules of such regulatory document before proceeding with an expertise.
Expertise and research methods
For the purposes of objective researches, when expertise is carried out, various methods are applicable: instrumental, engineering, research. Only a joint approach to the research to be conducted makes it possible to get an objective result in the end.
The main expertise elements are as follows: object, subject, method, procedure and criterion. The objects of expert research are the property investigation of a certain product or service.
A criterion is a set of characteristics that are used for the necessary properties of goods to be analyzed. There are general and particular criteria; general criteria are applied to subjective perceptions about the product or service provided. Particular criteria are based on the variant of the product or service being directly investigated. The second criteria type is regulated in the relevant documents, the data wherein are based on specific examples of researches and analyses.
If a comprehensive expertise is carried out, then the research affects the consumption process of a certain product or service. It is also entirely possible to study the opinion about the product quality among the consumers. Expert researches replace sociological one.
Expertise results
As a result of the expertise, conclusions are formed. A possible conclusion does not state the fact of a certain phenomenon, but determines its probability, in contrast to the fact of objective reality, when a specific result is formulated. The conclusion, when the expert failed to determine one solution variant, is called alternative. If there is only one solution variant for the current task to be resolved, then the conclusion is called unambiguous.
If the expertise conclusion depends on a certain condition, then it is called conditional. The term “unconditional” means that the conclusion has no secondary solutions.
Upon completion of the expertise, the results are recorded in the relevant documents. If the conclusion was made by an expert institution, then the information is certified by its seal. Documents include graphic extracts, drawings and diagrams, written expert’s opinions.
Thus, the final expertise result depends largely on the preparedness quality of the expert or the expert commission, the expertise result is represented by several conclusions. The most correct and effective result contains only one solution variant. When the expertise results are prepared, the specialist may seek the help of third-party services, if circumstances so require.
